The multi-billion dollar Capital Improvement Program (CIP) will transform Los Angeles International Airport (LAX) into a premier world-class airport. The initial phases of the program, completed under budget by 2016, included expanding and renovating terminals and airside facilities, constructing a new Central Utility Plant, repairing the 2nd Level Bridge and upgrading ancillary facilities, including developing of a new terminal (MSC) and LAMP projects.

MARRS is providing program-level advisory and projects level control services with responsibilities encompassing master scheduling and project prioritization, estimating and budgeting, risk assessment, and preparation of monthly project status report. This is being done at the individual project and program levels for LAWA's executive management. MARRS is also providing as-needed support to the element managers and project managers for the change administration to improve roadside access and travel efficiency, safety, and security for passengers. This includes planning, design and construction of roadways, an automated people mover, parking, CONRAC and associated infrastructure and amenities. Additional services that are being provided by MARRS include: Program executive advice for planning and control of the LAWA 10-year Capital Improvement Projects (CIP), which includes specialized assistance for resolution of complex program/project control strategies for planning, scheduling, cost analysis, risk mitigation, and related services; Developed and maintained a program master schedule to support the LAX CIP, which is comprised of a series of complex, interrelated project schedules, creating a detailed matrix of phasing and coordination plans to adapt to program priorities; Supporting LAWA’s CIP development process by implementing the Capital Planning System (CPS) which is used for receiving project requests across several divisions, vetting the submitted projects, and assisting LAWA management in their decision process of whether the project is included in the CIP; provide independent cost estimates as well as perform QA/QC of the project construction cost estimates prepared by LAWA engineering and design consultants prior to incorporating these estimates in the program budget.
